Chemical Facility Anti-Terrorism Standards - CFATS
The Chemical Facility Anti-Terrorism Standards, issued in April of 2007 by the Department of Homeland Security, require owners and operators of facilities not subject to the Maritime Transportation Security Act of 2002 (MTSA) to conduct security vulnerability assessments to identify critical assets at a facility and evaluate its security posture, and to develop site security plans that set forth the facility’s plans to address potential vulnerabilities. NPRA continues to work with DHS to help assure the CFATS rule is implemented fairly and efficiently.

Transportation Worker Identification Credential - TWIC
Pursuant to the Maritime Transportation Security Act (MTSA), all refiners and petrochemical manufacturers with maritime-related facilities have conducted security vulnerability assessments and implemented comprehensive site security plans. Workers at these facilities who require unescorted access to secure areas are required to obtain Transportation Worker Identification Credential (TWIC) cards. NPRA and its members are working with the Transportation Security Administration and the U.S. Coast Guard to help make the TWIC program run as smoothly as possible.
